The Federal Energy Regulatory Commission (FERC) is an independent agency that regulates the interstate transmission of electricity, natural gas, and oil.  FERC also reviews proposals to build liquefied natural gas (LNG) terminals and interstate natural gas pipelines as well as licensing hydropower projects.  SkyePoint Decisions has a position opening for a Sr. Solutions Architect to provide support in the areas of IT capital planning and investment control (CPIC), solution architecture development, and enterprise architecture.  The well qualified candidate will have a strong knowledge of information technology, significant experience architecting technical solutions, and possess solid business analysis skills including process modeling skills and experience, strong requirements analysis experience, and an understanding of federal capital planning and federal enterprise architecture concepts.  The preferred candidate will be a self-starter with strong communications skills and a customer service orientation.


  • Working with FERC program office staff to gain an understanding of their IT investment requests, refine their requests, and document their business requirements.
  • Performing solution scans and designing and estimating the cost of technical solutions that satisfy the requirements of IT investment requests.
  • Preparing solution packages documenting recommended technical solutions and estimated costs and benefits.
  • Working with the CIO and her staff to prepare briefing slides and other presentation materials to facilitate the decision making of the FERC IT Investment Review Board
  • Working with staff from FERC business units to document their business processes, measure process performance, identify “pain points”, and determine business requirements to be addressed by proposed technical solutions
  • Performing business analysis and data collection to support the development and maintenance of the FERC enterprise architecture
  • Perform post implementation analyses of completed IT initiatives and projects to determine whether they are providing the anticipated benefits
  • Facilitating FERC staff in conducting “Fit-Gap” evaluations of proposed COTS solutions
  • Preparing deliverable reports and briefings


Required Experience:

  • BA/BS and 10 years of relevant experience
  • Requirements analysis experience
  • Strong knowledge of information technology including infrastructure operations
  • Significant solution architecture experience
  • Systems development experience including COTS integration
  • Experience developing lifecycle cost estimates for technical solutions
  • Strong communications and facilitation skills
  • Customer service orientation

Desired Experience:

  • MA/MS in Computer Science or Engineering
  • Federal IT capital planning knowledge and experience
  • Process modeling experience using Visio or comparable tool
  • Understanding of federal enterprise architecture concepts
