SkyePoint Decisions, Inc. is seeking a Capture Manager to stand up an effective federal business capture program and to personally lead the company’s most strategic pursuits. The primary work location will be at our Dulles, VA corporate headquarters, with occasional travel. Candidates must possess the initiative and drive to cultivate relationships in new customer domains and the strategic instincts to position SkyePoint to win prime contracts. The Capture Manager will work closely with the Chief Growth Officer to execute a realistic, deliberate path to new business prime wins, particularly focused on use of the CIO-SP3 Small Business GWAC as well as Schedule 70 and the Highly Adaptive Cybersecurity Services (HACS) SIN. The Capture Manager will be empowered to expand SkyePoint’s pipeline, qualify opportunities, create win strategies and develop and execute capture plans for the company to win prime roles. This position requires a talent for effective customer and partner relationship building, expert listening skills and a reputation for attaining trusted advisor rapport with customers.


  • Identify potential CIO-SP3 and HACS SIN opportunities within new customer domains
  • Lead full-lifecycle pursuit of new opportunities, including qualification through proposal
  • Develop a win strategy that creates a SkyePoint value proposition by addressing customer hot buttons, the competition and SkyePoint capabilities
  • Translate the win strategy into a capture plan to include win themes, technical solution, discriminators, competitive analysis, teaming, and active customer engagement
  • Lead execution of the capture plan
  • Develop teaming strategies to include Joint Ventures and creative options
  • Lead development of win themes, executive summary and meaningful differentiation for proposal efforts
  • Collaborate with proposal management and authors and personally contribute to key sections


Attributes for Success:

  • Strong track record of developing new customer opportunities
  • Initiative and drive with the willingness and ability to approach new customers as a representative of SkyePoint
  • Expertise advising customers on use of CIO-SP3 and on responding to GWAC Task Orders
  • HHS and Civilian customer domain relationships and experience
  • Knowledge of business development and capture management best practice to include Management, Technical and Past Performance approaches
  • Strong interpersonal skills and emotional intelligence to work effectively with a diverse group of managers, industry leaders, and government key stakeholders
  • Ability to help formulate and execute winning technical, management, past performance, cost and orals presentations strategies


  • Minimum 10 years of experience within Federal IT, preferably including cybersecurity, infrastructure and cloud
